The Board
ZIPAR is governed by a Board composed of 10 members of high credence, representing Government, private sector, civil society, academia and professional bodies. The Board provides strategic direction and oversees the operations of ZIPAR. It has three Committees as follows:
- The Audit and Risk Committee – oversees and provides advice on matters relating to internal and external audit and risk management and as appropriate make recommendations to the Board.
- The Finance and Administration Committee – oversees and provides advice on all financial, human resources and administrative matters and as appropriate make recommendations to the Board.
- The Technical Committee – oversees and provides advice on matters pertaining to policy analysis and research, capacity building as well as advocacy and knowledge sharing and as appropriate, make recommendations to the Board.

Ms. Mwaka C. Mukubesa serves as the Chairperson of the Zambia Institute for Policy Analysis and Research (ZIPAR), bringing a wealth of leadership experience and a deep commitment to evidence-based policy making. She has an extensive background in public service, corporate governance, and development initiatives, with a strong track record of guiding institutions towards impactful outcomes.
Passionate about advancing Zambia’s social and economic development, Ms. Mukubesa provides strategic oversight to ZIPAR’s work, ensuring that it delivers high-quality research and practical policy solutions. Her leadership reflects a vision for a more inclusive and sustainable future, where policy innovation drives national progress and strengthens the country’s capacity for growth and transformation.
